Open Government

1

Open government is the governing doctrine which holds that citizens have the right to access the documents and proceedings of the government to allow for effective public oversight.

Doctrine is a codification of beliefs or a body of teachings or instructions, taught principles or positions, as the essence of teachings in a given branch of knowledge or belief system.

In its broadest construction it opposes reason of state and other considerations, which have tended to legitimize extensive state secrecy.

Secrecy is the practice of hiding information from certain individuals or groups who do not have the "need to know", perhaps while sharing it with other individuals.

The origins of open government arguments can be dated to the time of the European Enlightenment: to debates about the proper construction of a then nascent democratic society.

A society is a group of people involved in persistent social interaction, or a large social grouping sharing the same geographical or social territory, typically subject to the same political authority and dominant cultural expectations.

Democracy, in modern usage, is a system of government in which the citizens exercise power directly or elect representatives from among themselves to form a governing body, such as a parliament.

Among recent developments is the theory of open source governance, which advocates the application of the free software movement to democratic principles, enabling interested citizens to get more directly involved in the legislative process.

The free software movement or free libre open source software is a social movement with the goal of obtaining and guaranteeing certain freedoms for software users, namely the freedom to run the software, to study and change the software, and to redistribute copies with or without changes.

Open-source governance is a political philosophy which advocates the application of the philosophies of the open-source and open-content movements to democratic principles to enable any interested citizen to add to the creation of policy, as with a wiki document.
